Representative Harrison will explore the current status of property tax reform in Texas and what recent and potential legislative developments could mean for businesses and taxpayers. Even the best strategic plan is only as strong as the person in the room willing to test it against reality: what capital it truly requires, what return it will truly generate, and what capacity the organization truly has to deliver it.  This session makes the case that this is precisely where the modern CFO belongs: not at the beginning of the strategy process signing off on numbers, but inside it, alongside the CEO and the other functional leaders, from the very first conversation until the end of the implementation.  We will confront a question most strategy talks leave unexamined: what does the CFO actually owe the organization and its lenders and investors once a strategy is funded and execution is underway?

• Identify the core pillars of the CFO role and articulate the case for the CFO operating as a strategic partner to the CEO and other functional leaders, supporting sound decision-making throughout the design and implementation of a strategic plan.
• Apply structured strategic analysis frameworks (PESTEL, Five Forces, SWOT) and evaluate the three fundamental paths to organizational growth, incorporating raising capital, capital structure, and organizational resources and capabilities as determining factors in which strategic options are fundable and executable.
• Analyze and rank competing strategic investment options using NPV, IRR, and payback period together — explaining why NPV should drive the capital allocation decision and describe how ongoing performance evaluation confirms whether a funded strategy is tracking to plan once execution begins.
• Describe the CFO's role in managing risk, both internal and external, throughout strategy execution, and the CFO's ongoing accountability to lenders and investors if a funded strategy does not perform as planned.
