• Understand and recognize the magnitude of cargo theft taking place across North America and its execution by sophisticated, organized criminal groups 

• Identify the key trends in terms of cargo being targeted, where cargo theft is occurring, and the modes being impacted 

• Understand the concept of strategic cargo theft, where individuals employ deception and fraud to trick shippers, brokers, and carriers to hand over valuable goods, often without realizing what is happening. 

• Recognize some of the common strategic cargo theft tactics and preventative measures 

• Discuss requirements to increase likelihood of successful prosecution
